Rise Southern Biscuits expands to Southern California with Thousand Oaks opening

New Conejo Valley Plaza restaurant is first in Golden State

Rise Southern Biscuits and Righteous Chicken will expand to Southern California with the opening of a Thousand Oaks unit, to be operated by Bill Propster. The new, signed lease for a location in the Conejo Valley Plaza shopping center will mark the debut of the biscuits-and-fried-chicken concept in California. The location is a second-generation unit—a conversion of a former Jack’s Donuts store at 1408 North Moorpark Road.

Propster is a former restaurant industry veteran, who operated several Domino’s Pizza locations. He signed a multi-unit deal with Rise, with plans to open additional units in Santa Clarita and parts of the San Fernando Valley.

“There really is nothing like Rise in California,” said Propster. “The food is amazing and unique to this area, and now that we’ve secured a great conversion location, I’m excited to be that much closer to finally bringing Rise to the Thousand Oaks community. Not only was it a low-cost conversion from a former restaurant, but the location has new flooring, upgraded electricity and the landlord will be installing new air conditioning.”

Rise has implemented technology to reduce labor and increase profitability, announced the quick-service chain. At its flagship Durham, N.C. store, it installed a heated locker system and touchscreen ordering kiosk over the past year. The Thousand Oaks Rise will be only the second restaurant in the system with the same locker technology.

“We’re absolutely thrilled to officially be a coast-to-coast brand and share our delicious Southern chicken and biscuits concept with customers across the nation,” said Tom Ferguson, chief executive and owner of Rise. “Franchisees are noticing we’ve built a tremendously efficient operational model into the Rise concept that has not only saved us in labor, but also helped us increase our overall sales.”

Fransmart, the franchising development firm that helped grow Five Guys Burgers and The Halal Guys, was selected by Rise to accelerate its growth. Fransmart CEO Dan Rowe, commented, “There are a lot of second-generation spaces available, and Rise is the perfect concept to put in one of these locations due to its flexible footprint and low-cost labor model.”
